The ULEZ operates in London

The Ultra Low Emission Zone (ULEZ) operates 24 hours a day, 7 days a week, every day of the year, except Christmas Day (25 December). The zone now covers all areas within the North and South Circular Roads. The North Circular (A406) and South Circular (A205) roads are not in the zone.
Most vehicles need to meet the ULEZ emissions standards or you must pay a £12.50 daily charge to drive inside the zone.
Includes:
- Cars, motorcycles, vans and specialist vehicles (up to and including 3.5 tonnes) and minibusses (up to and including 5 tonnes)
- Residents of the Congestion Charge area (the 100% discount of the daily ULEZ charge has ended)
- Lorries, vans or specialist heavy vehicles (over 3.5 tonnes) and buses, minibuses, and coaches (over 5 tonnes) do not need to pay the ULEZ charge.
To meet the ULEZ emissions standard, your vehicle must meet the required Euro emissions standard for your vehicle and emission type. For newer vehicles, the Euro emission standard may be listed in section D.2 of your V5C.

- Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
- Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles
- Euro 6 (NOx and PM) for diesel cars, vans and minibuses and other specialist vehicles.

Register a vehicle for ULEZ and LEZ
Before you start
Before they can process your application, you need to have a London Road User Charging account. You will create one as part of this process.
To register you will need to upload documents proving that your vehicle meets the required emissions standards, should be exempt or is subject to the showman’s 100% discount.
Documents you need for proof
All vehicles:
- A copy of the vehicle’s V5C or non-UK equivalent
Plus
- To prove your vehicle meets the ULEZ standards:
- A letter from the vehicle manufacturer’s homologation department stating the vehicle’s Euro standard or a conformity certificate
- To prove your vehicle meets the LEZ standards:
- Proof of abatement equipment fitted to the vehicle
Showman’s discount
To apply for the 100% showman’s discount, or to prove a vehicle is exempt from either scheme, you will also need to provide four photographs of the vehicle (Front, Sides, Rear and Interior).

Penalty charges for ULEZ
They may issue a Penalty Charge Notice (PCN) if you drive within the Ultra Low Emission Zone (ULEZ) without meeting emissions standards or paying the appropriate daily charge.
